但計劃入面，中國同香港政府控制嘅機構，暫時未被列入高風險對象！
香港民主委員會（HKDC）發起聯署，要求英國政府將中共及港府控制嘅組織納入「進階級別」（Enhanced Tier），防止佢哋以文化交流、社區活動等名義混水摸魚、隱藏背景！
呢個聯署就係要堵截呢啲風險！
